The UK Community Care Policy Process

Abstract

This paper explains social work in England as being under scrutiny and reformed. Since World War II, the British government has made a significant development of the home care system. However, the welfare state in Britain was undermined in the 1970s economic crisis. The starting point was the 1968 Seebohm report which actively developed the community care policy. (This report is an important reference point for the social workers.) Margaret Thatcher``s government showed the new function and role of the state based on Thatcherism Neo-Conservatism. After the Audit Commission published a report called ¡®Making a Reality of Community Care,¡¯ the Thatcher government adopted a new policy of community care and also asked Griffiths to examine the whole system of community care. In 1988 he produced a report or a Green Paper called Community Care: Agenda for Action, also known as The Griffiths Report. Even though the government overcame this budget crisis, the conservative policies caused excessive damage and cost in the social welfare system. As the Elderly Welfare Act of 1993 was amended to include institutional community care in Korea, the policymakers should consider the full implications of the British social policy.
